CAPTIVE LION INDUSTRY

• The Department of Forestry, Fisheries and the Environment has gazetted a notice:
  • announcing the names of appointees to a ministerial task team established to identify and recommend voluntary exit options and pathways for the captive lion industry, and
  • outlining the task team’s terms of reference.

 

WASTE TYRE MANAGEMENT

• The Department of Forestry, Fisheries and the Environment has published a draft management plan for public comment. It was prepared by the Council for Scientific and Industrial Research. This is noting that:
  • more than five years have passed since the withdrawal of an integrated industry waste tyre management plan, which was:
    • implemented by the Recycling and Economic Development Initiative of South Africa, and
    • funded from an environmental levy paid by tyre manufacturers and importers.
• Since then, the department’s waste management bureau has been responsible for the implementing the 2017 waste tyre regulations.

 

DIGITAL MIGRATION

• The Department of Communications and Digital Technologies has gazetted a notice calling for public comments on its intention, on 31 March 2023, to:
  • switch off South Africa’s analogue television signal, and
  • end dual illumination.
• Minister Khumbudzo Ntshavheni has issued a media statement on the process thus far.

 

GREEN ENERGY

• The Department of Trade, Industry and Competition has released a draft green hydrogen commercialisation strategy for public comment. According to the Government Gazette notice announcing this, the document explores what could be done to:
  • further develop South Africa’s green energy sector, and
  • position the country as ‘a global leader in the green hydrogen market’ given ongoing international efforts to mitigate climate change.

 

CRIMINAL PROCEDURE ACT

• The Department of Justice and Constitutional Development has gazetted regulations on:
  • the procedures to be followed, requirements to be met and criteria to be considered when appointing Investigating Directorate peace officers, and
  • listing the Acts and commissions of inquiry affected by the regulations in the context of investigations into allegations of offences involving corruption, impropriety, fraud or dishonesty.

 

NATIONAL PROSECUTING AUTHORITY ACT

• The Department of Justice and Constitutional Development has gazetted regulations on matters related to summons and oaths. Immediately effective, the regulations:
  • permit ‘a police officer, an investigator designated as such by the head of an Investigating Directorate … or any other person authorised or designated to serve process’ as sheriff
  • prescribe the procedures to be followed when serving a summons, and
  • include the form to be used when doing so.
